The partnership of ALTERPLAN, DIB, PHILSSA and NFR is seeking cities in the Philippines where the physical, political, and socio-economic conditions show possibilities for the Barangay DR-SSP methodology to make the most impact. Civil society organizations and their partner local governments in these cities are invited to signify their interest in participating in a capacity building program to prepare shelter plans using this methodology.
It is hope of the partnership that with the participation of more cities, this multi-stakeholder approach will eventually be in the mainstream of local development planning processes in Philippine cities and municipalities.

Alternative Planning Initiatives, Inc. (ALTERPLAN)
A non-stock, non-profit, non-government organization (NGO) that undertakes programs and projects concerning space and the built environment as integral components of community development. ALTERPLAN is a technical service organization composed of architects and planners. It works in partnership with community-based organizations, other NGOs, and local governments in building capacities to analyze, implement, plan and steer area-based development.
Danish International Human Settlement Service (DIB)
A non-governmental organization based in Denmark. It is a member based, non-profit organization, with the overall objective of facilitating sustainable human settlement through planning and housing programs and projects in developing countries. DIB worked in partnership with ALTERPLAN, Legazpi City LGU and CSOs in the first implementation of Barangay DR-SSP in the country. The pilot implementation was participated by ten (10) barangays in Legazpi City.
Partnership of Philippine Support Service Agencies (PHILSSA)
A non-stock service network of social development non-government organizations based in urban centers nationwide. PHILSSA embarks on a mission of prototyping innovative paradigms of sustainable development for the effective empowerment of urban sectors, namely, the slumdwellers, the formal and informal labor force, the youth, women, children, and the development workers themselves. ALTERPLAN is one of its 60 member organizations.
NGOs for Fisheries Reform (NFR)
A non-stock, non-profit national policy advocacy coalition, working towards fisheries policy reforms and sustainable fisheries management. NFR advocates fisheries policy reform at the national and local levels. At present, it has 12 member organizations. NFR and ALTERPLAN were recently involved in the drafting of the implementing guidelines for SEC. 108. Fisherfolk Settlement Areas, of the Philippine Fisheries Code of 1998.
